TOWN OF CONCORD PLAN COMMISSION MINUTES
September 23, 2026
The meeting was called to order at 7:00 p.m. with Plan Commission members Sally Williams, Dave Wegner, Dale Konle, and DuWayne Hunt present. Tony Metzger was absent.
Sally Williams stated that the meeting had been properly posted.
Dale Konle made a motion to approve the minutes from the August 26, 2026 meeting, second by Dave Wegner. All approved. Motion passed.
Item 1: The Mehrabi Family LLC requested review and approval of a preliminary CSM to rezone 1.67 acres from A-1 to A-3 to create a farm consolidation parcel around the existing house and outbuildings at N7254 County Road F from A-1 parcel 006-0716-0311-000. Sally Williams made a motion to recommend approval of the request as presented, second by DuWayne Hunt. All approved. Motion passed.
Item 2: The Mehrabi Family LLC requested review and approval of a preliminary CSM to rezone 11.94-acres from A-1 to N at N7254 County Road F from A-1 parcels 006-0716-0311-000 & 006-0716-0222-001. The area in question is wetland and wooded. There is currently no road access to the parcel and Mr. Mehrabi indicated that he may want to sell the parcel in the future. He said that the county told him he could provide access to the parcel through a 20’ easement and that the parcel itself does not require road frontage. Sally Williams made a motion to table the request to the October meeting pending discussion with the county as to what they would require for access, second by Dale Konle. All approved. Motion passed.
Item 3: Discuss noise and firearm ordinances.
Chairman Ted Miller has received complaints about construction noise at late hours and firearm noise and has asked the Plan Commission to review these ordinances. The revised noise ordinance which has not yet been passed addresses hours in which construction is/ is not allowed. It does not appear that any changes need to be made.
The current firearm ordinance only addresses having permission to hunt on private land. There was discussion about adding a section which would put guidelines on recreational shooting or target practice. Sally Williams will work on this and discussion will continue at the October meeting.
Dave Wegner made a motion to adjourn. Second by DuWayne Hunt, Meeting adjourned at 7:50 pm.
Respectfully submitted: Sally Williams, secretary.
