TOWN OF CONCORD PLAN COMMISSION MINUTES

November 22, 2023

The meeting was called to order at 7:00 p.m. with Plan Commission members Jim Gilbert, Sally Williams, Kim Miller, Lloyd Zastrow and Dave Wegner present.

The meeting was opened with the Pledge of Allegiance.

Sally Williams stated that the meeting had been properly posted.

Jim Gilbert made a motion to approve the minutes from October 25, 2023 meeting, second by Dave Wegner. All approved. Motion passed.

Kenyon Bliss, W246 Allen Rd., requested review and approval of a preliminary CSM to annex .146 acres from a neighboring A-1 parcel (006-0716-0113-000) to his 1.22-acre A-1 parcel (006-0716-0113-004) and to rezone the resultant 1.366-acre property to A-3. The annexation is being requested to correct setback issues. Jim Gilbert Made a motion to recommend approval of the annexation and rezoning, second by Dave Wegner. Motion passed.

The committee reviewed Town Ordinances Ch. 6 Emergency Government. Statutory references were updated and gender-neutral language was added along with a few other minor changes. The ordinance is ready to pass to the town board.

The committee began review of Town Ordinances Ch. 7 Traffic Code. Kim had completed gender-neutral edits. References to state statues were updated. There was extensive discussion on speed limit changes in the ordinance. A number of speed limits have been changed by ordinance through the years. Based on state statutes 349.11 it appears the town has limited ability to change speed limits, and where statutes do allow changes by the local authority, a comprehensive engineering and traffic study must be done first to justify the change.  The committee is unsure if any of the speed limit changes passed through the years have been done in accordance with state law. The committee will ask the town board to discuss this issue with the Town’s Association Attorney.

Chairman Zastrow made a motion that there be no meeting in December as the holiday time is so busy, second by Jim Gilbert. All approved. Motion passed.

With no further business, Lloyd Zastrow made a motion to adjourn, second by Jim Gilbert. Meeting adjourned at 8:15 p.m.
