TOWN OF CONCORD PLAN COMMISSION MINUTES

July 22, 2026

The meeting was called to order at 7:00 p.m. with Plan Commission members Sally Williams, Dave Wegner, Dale Konle, and Tony Metzger present. DuWayne Hunt was absent. Town Chair Ted Mueller and Town Supervisor Kim Miller were also present.

Sally Williams stated that the meeting had been properly posted.

Dale Konle made a motion to approve the minutes from the May 27, 2026 meeting, second by Tony Metzger. All approved. Motion passed. 

Item 1: Request by Ted Mueller to rezone from A-1 to A-3 to create a 2.0-acre residential lot across from W2027 Church Dr., parcel #006-0716-0833-003 and

Request by Ted Mueller to rezone from A-1 to A-3 to create a 1.0-acre residential lot north of N6503 Highmound Rd. transferring available split from parcel 006-716-0832-003 to parcel 006-0716-0834-001.

Sally Williams made a motion to recommend approval of both petitions as presented, second by Dale Konle. Motion passed.

Item 2: Discussion of A-1 assistance with ordinances.

After discussion it was decided to leave the ordinances largely as they are and not try to rewrite them according to the AI feedback. The town can send the ordinances it will most likely need to enforce to an attorney for review. These would include the noise ordinance, junk ordinance, and parking ordinance. The attorney can also help us with developing a penalty sheet.

Kim Miller spoke with the Town’s Association attorney. The town will need to pass an ordinance adopting the new code. The new code will need to be available for citizens to view for 2 weeks. Some ordinances are left out of the Code of Ordinances. These would include Comprehensive Planning ordinances. Kim will check to see what other ordinances should not be a part of the code.

Dale Konle made a motion to adjourn. Second by Sally Williams, Meeting adjourned at 7:40 pm.
