Town of Concord ss. June 9, 2008
The regular monthly meeting of the Concord Town Board was called to order at 7:05 p.m. by the Chairman, Bill Ingersoll with Dennis Stair, David Janquart, Lloyd Zastrow and Jim Zastrow present. Bill led the assembly in the Pledge of Allegiance.
Lloyd certified that the meeting had been properly posted. The Board approved a Janquart/Stair motion to accept the agenda as presented.
Lloyd Zastrow, Clerk, read the minutes of the May 12, 2008 board meeting; the Board approved a Ingersoll/Janquart motion to accept the minutes as read. The minutes from the May 27, 2008 recessed Board of Review minutes were read; the Board approved a Janquart/Stair motion to accept the minutes as read.
David Janquart, Chairman of the Plan Committee, said that they recommended approval of the Sue Strese and Bert & Barb Hass zoning requests to the board. They also discussed the impact fee expenditures from 2001 to 2007 and recommended payment of expenses that they felt would comply with the impact fee ordinance in place during that time.
The Board approved an Ingersoll/Stair motion to grant the zoning request from Bert and Barb Hass, W481 Concord Center Drive for a land split and rezoning on their adjoining parcel.
The Board approved an Ingersoll/Stair motion to grant approval of two zoning requests from Sue Strese, N7112 CTH-P, for a farm consolidation; one for a 3 acre farm consolidation and one for a 5 acre consolidation as the County is working on a plan to increase the allowable from 3 acres to a 5 acre site.
Jim Zastrow, Treasurer, stated in his report that there is a balance of $6,812.12 in the General Fund, $171,865.75 in the Money Market Account, $62,716.72 in the Equipment CD, and $864.59 in the Impact Fee Fund; the Board approved an Ingersoll/Stair motion to accept the report as given.
The Board approved a Stair/Ingersoll motion to pay the bills as presented.
The Board approved an Ingersoll/Stair motion to grant the request from Jack Bender to host a Harley Davidson campout on the Concord House property from 8-21, 2008 to 8-31, 2008. A local motorcycle organization will provide the security, showers and whatever services the group might need.
The Board approved an Ingersoll/Janquart motion to donate $50.00 to the Whitewater Area Mounted Search Team and Rescue.
The Board approved an Ingersoll/Janquart motion grant the request from the MS Bike Ride organization to use the Communiter Center on August 8, 2008 for a rest stop.
The rental of the Community Center by a home school group was tabled until the July board meeting.
The impact fee expenditures were tabled until July because the board needs more clarification from the attorney.
The Board approved a Stair/Janquart motion to allow the Summit Harvest Church to use the Community Center for a Vacation Bible School for a fee of $150.00 for July 14, 15 and 16 for 2 hours each day.
The Board approved a Stair/Janquart motion to grant licenses to the following:

Bill noted that they awarded the road bid contract to Amon and Sons. It was also noted that the road crew fixed up the old paver and did some work on the town roads.
With no further business, the Board approved a Janquart/Stair motion to adjourn.
