Dog issues continue to be a problem for the Concord Town Board
as expressed at the monthly town meeting. Discussion followed
on amending the present Dog Ordinance. More information is
needed, and tabled to the March meeting.
Richard Reinders addressed the panel of the Park & Plan meeting
along with reports of the Smart Growth meeting held February 8th.
Professor Steve Grabow of the University of Wisconsin Extension of
Jefferson County addressed town residents for implementation of
a plan needed for the town by 2010. The board favored continuation
of these meetings retaining Professor Grabow for his conception.
Richard Stoltz of Alien Road was granted a land split from Florence
Kroll;
Highway Foreman, Howard Webb, reported disposal of junk items
along country roads continue to create a problem.
Dale Konle, Web Master, was commended on posting of news and
information on the web site.
The Concord Center Cruisers Snowmobile Club was granted a request
to use the Community Center for the annual easier egg hunt April 8
at 11:00 AM. The event is open to the public.

Concord Board Meeting 3-13-06

Residents of the Town of Concord will be able to hear more about the Smart
Growth Plan for the Town of Concord, as reported at the monthly Board meeting.
Professor Steve Grabow of the University of Wisconsin Extension of Jefferson
County will meet with residents at 7:00 PM, April 18th at the Concord Center
Community Center for the second visionary meeting. All residents are encouraged
to attend for implementation of a plan, along with future planning for the town.
Richard Reinders of the Park & Plan Committee addressed the panel of the last
meeting with updates on Smart Growth, Junk Ordinance and Dog Ordinance.
The board approved a land split to create two separate lots for one buildable
home per lot, to Dave & Beverly Stendel; Mike Herro presented a preliminary plat
for Stone Ridge Subdivision located near Ruder Circle and Golden Lake Road.
Plans include equestrian lots with a home and outbuilding, with an easement
around the premises for riding horses and space for playground equipment.
The board will review the proposal. Phil Kmiec of waukesha, had a proposal for
an eight unit multi-family apartment building to be located at Highways E & F
on a 1.69 acre parcel that is currently zoned C-3. The board denied the proposal
due to the fact that the lot is too small for this type of construction, along
with septic issues, not being large enough to support an eight family unit.
Mr. Kmiec was not in attendance at tonight's meeting. There was no representation
for Moland Springs located at W2355 North Side Drive to rezone from AG-3 to AG-2
for the purpose of obtaining a conditional use permit to operate a storage and
processing of granite products business. The surrounding area is primarily used
for rural residential and agricultural purposes. The board denied the request
for further analysis.
Highway Foreman, Howard Webb , reported on work being done in the shop. Discussion
followed on continued insurance coverage along with up-keep and maintenance on the
Oshkosh truck.
The Dog Ordinance was again discussed and barking dogs and nuisance issues pertaining
to dogs continue to plaque residents. A copy of the county ordinance will be obtained
and compared with the town's ordinance for review.
The Driveway Ordinance was amended, and the Board approved the purchase of an
election voting machine by the county for the handicapped. Oconomowoc Sportsman
Club was granted a 6 month beer license. April 17th, 7:00 PM residents are
encouraged to attend a planning meeting for the Town's annual picnic, August 13th.
Meetings will continue the third Monday of every month, at the Community Center.

April Town Board Meeting Report
TOWN OF CONCORD MONTHLY BOARD MEETING - APRIL 10, 2006 PAT BRANDT (262)593-8910
A deputy from the Jefferson County Sheriff's Department addressed Town of
Concord residents at the monthly meeting, April 10th. He spoke of the new
program involving missing children which is being incorporated in the Jefferson
County area.
Newly elected Supervisor, Randy Mitchell, serving District 10 which includes
the Town of Concord and a portion of Ixonia township, introduced himself. Anyone
with any concerns or questions should contact him.
Richard Reinders, Chairman of the Park & Plan submitted his report from the
March 28th meeting. The Smart Growth planning will no longer be headed by the
Park & Plan Committee. Bill Ingersoll & Bob Perkins, town supervisors will
continue to work with Steve Grabow of the University of Wisconsin Extension of
Jefferson County, but would like to have the Park & Plan Committee's research and
continued input on the Smart Growth. Another visioning workshop will be held
April 18th at 7:00 PM at the Community Center headed by Steve Grabow. The public
is encouraged to attend.
James Zastrow gave the Treasurer's report, followed by payment of the bills.
Howard Webb, highway foreman, reported of cleaning of road sides and putting
up signs, with future patching of roads.
Joe Thamke donated a framed deed to the property of the former Concord Center
Elementary School which was purchased from the Watertown Unified School District
and is presently the official Town of Concord Town Hall and Community Center.
The dog ordinance was again discussed. Chairman Don Groose or Howard Webb should
be contacted for dogs running at large or creating a nuisance problem. The first
offense would warrant a warning, and the second offense a fine.
Further repairs of the Oshkosh truck were approved, the Oconomowoc Sportsman's Club
was granted a license and a handicap assessable restroom will be constructed at the
Community Center from one of the former class room's restroom.
There will be a special planning meeting at the Community Center April 17th at
7:00 PM for the annual Town picnic scheduled for August 13th. Anyone wishing
to serve on various committees should attend.
Marian Speerless' request to plant perennial flowers around the flag pole at the
old Town Hall and at the Concord Square was granted.

June Town Board Meeting Report

Jefferson County Sheriff, Paul Milbrath, addressed the Board and residents
at the monthly meeting of the Town of Concord Monday night. With the summer
months, an increase of speeding and drag racing were issues presented.
Reports of the Park & Plan meeting were given by Chairman, Richard Reinders.
Ken Groblewski reported of road side mowing, along with cemeteries and the park.
DuWayne Hunt of N5619 Hillside Drive, for a proposed one acre land split was
granted.
License and operator's licenses were granted to Lori Frommgen-Concord Inn,
Jack Bender-Concord House, Concord General Store, Oconomowoc Gun Club, Roxanne
Butler and Vetro Winery. A picnic license for June 25 was issued to the Knights
of Columbus of St. Mary's Church, Sullivan.
Vetro Winery was granted permission to erect a business sign on Hillside Drive.
Han's Christiansen's request for a controlled practise burn for one of his
houses, by the Johnson Creek Fire Department was approved.
Donations of $50 from the Methodist Churches for use of the Community Center
for their chili luncheon were received. $500 from the Ixonia Lions Club for
the Concord Baseball leagues, and $100 for the summer picnic from the Concord
Center Cruisers Snowmobile Club. A special thanks to Jim Stamper of Stamper's
Greenhouse for the donations of flowers planted around the Community sign.

July Town Board Meeting Report

The recessed Board of Review meeting of the town of Concord was called to order
at 7:00 PM at the Concord Community Center July 10th, prior to the regular monthly
board meeting. A report was given and the board adjourned Sini Di.
Richard Reinders, chairman of the Park & Plan presented copies of the Conditional Use
Ordinance for further consideration. Committee members and citizens reviewed and
revised the ordinance for 160 acreas in the community zoning area, which is in the
hamlet area. The next Park & Plan meeting will be July 27, 7:00 PM at the Community
Center.
Mark Groose, W689 Concord Center Drive was granted a land split from existing A-1
Parcel and rezone to A-3. The proposed sight is on the west side of the parcel to
be used for a single family dwelling. Tim Fischer, N7025 CTH E was granted a land
split A-1 parcel and rezone to A-3 for a single family dwelling and
possible future out building.
David Stendel reported on clearing, brushing and cutting of road sides, along with
mowing of cemeteries and park. A road side wash out on Sunnyside Drive will be repaired.
Marian Speerless of the Concord Seniors presented the board with a check of $175, along
with a wood and wrought iron bench for the Community Center. Thanks were also extended
to Earl Curran for a new posting board in the town triangle, Turley Design for the
flowers planted at the town triangle and town hall, and Jim Stern for trees at
Dahnert Park.
Jack Bender was granted a used car license renewal for property on Concord Center Drive,
along with a camping permit for the Concord House for August 12th. Cheryl Christian was
granted an operator's license for Concord General Store; the board approved the County
Zoning Ordinance of livestock siting and consolidation of parcels; the board approved
lowering the speed limit on Bakertown Road to 45 MPH after receiving a petition of
signatures from Sandy Alexander; impact fees for construction of new homes and buildings
was tabled for further study and information. Dale Konle, Howard Webb, Jim Gilbert,
Randy Callison and Cindy Arbiture were appointed to the research committee for building
of the new town shed.
Steve Grabow of the University of Wisconsin Extension of Jefferson County will hold
a meeting August 1st, 7:00 PM at the Community Center. All area residents are encouraged
to attend.

September Concord Town Board meeting report
CONCORD TOWN BOARD MONTHLY MEETING - SEPTEMBER 11, 2006 PAT BRANDT (262)593-8910
Lengthy discussion centered on the Smart Growth Plan, along with the proposed hamlet
for the Town of Concord on Monday night's meeting. Various meetings have been held
with Professor Steve Grabow of the University of Wisconsin Extension, Jefferson
County to help residents plan for the future. A special meeting will be held October 3, 2006 at the Concord Community Center for the entire town of Concord to set up a volunteer committee, comprised of town residents. The committee will continue to explore present opportunities for the growth of the town and formulate plans, which will be presented to the town board for approval. Presently the town is covered by a comprehensive county plan, but must have a mandated Smart Growth plan for the state of Wisconsin in effect by 2010. The plan must contain zoning, boundaries and official mapping.
Richard Reinders, chairman of the Park & Planning committee addressed and questioned
the board of the duties and responsibilities of the Park & Plan committee. The next
Park & Plan meeting will be September 26, 7:00 PM at the Community Center.
Approved: DuWayne Hunt's driveway and culvert on Hillside; John Gooch request for
reduction of speed limit to 45 mph on Inyland Drive; proposal for pond maintenace by homeowners
in Mike Herro's subdivision; donation of $100 each to the VFW Vets and Oconomowoc
American Legion Band for their participation in the Vet's Memorial program at the summer
picnic;
Highway foreman, Howard Webb reported of installing weight limit signs on Elm Drive and East River Drive due to the bridge repair/road closed on Hwy F, along with road patching and road side mowing.
The board adopted NIMS State of Compliance form regarding emergency government preparedness for disasters.
The Concord United Methodist Church presented the board with a $200 donation for use of the community center for their fall rummage sale.

October Concord Town Board meeting report

Smart Growth continues to be the main subject of the Town of Concord
Board meeting. Supervisor, Bill Ingersoll, is heading the volunteer
committee, holding public meetings with town residents for planning pro-
cedures. The majority of the registered residents attending the October 3rd
meeting favored to keep the town "as is." Another informational meeting will
be held November 7, 7:00 PM at the Community Center. All town residents are
encouraged to attend.
Marian Speerless reported on the Park & Plan of meetings attended by various
Park & Plan members, regarding subdivision ordinances and how this type of
ordinance interacts with the Smart Growth plan. Some of the area townships
already have subdivision ordinances in place. Presently the Town of Concord
has a one acre minimum to build a single family dwelling. The next meeting
of the Park & Plan will be October 24, 7:00 at the Community Center.
The board granted Mary Beth Esser of W750 Alien Road a conditional use permit
to keep up to 10 competitive hunting and therapy dogs for the purpose of training
and rehabilitation. Roger Hirsch, N6197 Hillside Drive, was granted a two acre
land split from 60 acre AG-1 parcel, rezoning to A-3 with drive way access to
be located on Sunset Drive.
Highway Foreman, Howard Webb reported on roadside and cemetery mowing, posting
of road and speed signs. Patching will begin shortly.
Jason Stamper requested the use of the gym for basketball. The board approved a fee of
$3 per person for each time the gym is used for basketball and volleyball.
Cindy Arbiture of the Concord Historical Society presented the board with a check
for $400 for use of the old town hall to help offset costs. Meetings are held
every 2nd Tuesday of the month at the old town hall at 7:00 PM. Residents are
welcome to attend.
A check of $25 was received from Alice Johnson for continued up-keep of the
Pioneer Cemetery.
Howard webb gave a brief report on the committee's recommendations to build a
new shed/shop to store road equipment and trucks.
Marian Speerless addressed the board of junk clean up on various properties.
Budget planning will be October 25 at 7:00 PM at the Community Center.
Trick or Treat hours are 1-4, Sunday, October 29th.

November Concord Town Board meeting report

The Concord Town Board approved the Town of Ixonia's Fire and EMS
2007 Contract at the monthly meeting. Follow meetings will continue
with the Johnson Creek Fire Department.
Richard Reinders, chairman of the Park & Plan Committee briefed on
continuation to form a town subdivision ordinance. Members of the Park
and Plan commission viewed portions of a sample subdivision ordinance for
townships' use. The Park & Plan will meet at 7:00 PM at the Concord Community
Center, November 28th.
Howard Webb, highway foreman, reported plows and sanders are on the town trucks.
Due to the reconstruction of the HWY F bridge, traffic was re-routed on East and
West River Drive, causing some road deterioration. Webb suggested using lime
stone instead of black top to repair where needed.
Contacts were made with the DNR and game warden pertaining to Herr Commercial
injection of raw sewage, six to seven days a week, in the Golden Lake area.
This has been an ongoing problem for several months and residents have concerns
for well contamination, along with the horrendous smell -
A meeting will be held December 20 in Jefferson pertaining to the Impact(Park
fee) legislation.
Bill and Josie Schlieper were granted a drive way entrance.
The board approved the appointment of Diane Miller as officer of the Humane Society,
Vicki Kamuchey approached the board of the $3 per person fee imposed upon the
usage of the gym for basketball and volleyball. The board waived the fee.
Walkers are welcome to use the gym and hallways Monday - Thursday 6:30PM-7:30PM

December Concord Town Board meeting report

Snow plowing issues were presented to the town board at the Town of
Concord's monthly meeting December llth. Due to mild weather conditions
and previous rains, the grounds remain unfrozen, causing lawn destruction
from the plow's blade.
Richard Reinders, Chairman of the Park & Plan Committee reported of the
continuation of the formulation of the Town of Concord's subdivision
ordinance. The plan committee used the Wisconsin Town's Associations
19 page guideline as a reference for reviewing and changing of some of
the wording to conform to the town's needs. Further discussion will be
held at the December 28th Park & Plan meeting, with presentation to the
town board at the January 8, 2007 meeting.
The board approved a three year contract with the Johnson Creek Fire Dept,
along with approval for the Watertown Humane Society's 2007 Contract.
Reukert & Mieike of Waukesha were awarded the contract for the Smart Growth.
The proposed budget for 2007 for the town was approved at a special meeting
held November 21st for $507,826.00. $234,562.00 was approved for highway
expenses, with a mill rate of $1.991965 per thousand.
Boiler repairs for the community center will continue to be checked out
with a $2,000 limit set to install regulating thermostat controls in
various rooms.
An operator's license was approved for Candy Ninmann for the Concord Inn.
Budget and reconciliation statements will be posted on the web site.
An impact service fee meeting will be held December 20th at Jefferson.
