TOWN OF CONCORD PARKS & PLANNING COMMITTEE
MEETING MINUTES

TUESDAY : JULY 24, 2007

The monthly meeting of the Concord Parks and Planning Committee was called to order by Dave Janquart at 7:00PM.

Roll call was taken and verification that the Open Meeting Law was in compliance. All members were present. The July agenda was posted at the three information boxes and was put in the Watertown Times paper.

The June minutes and memo from Attorney Levi were reveived by all committee members via mail. A motion to accept the minuets, as writtien, was made by Jim Gilbert and seconded by Ron Milbrath. Motion was carried.

The first order of business: ERICK FROMMGEN, TO REQUEST SIGN PERMIT FOR (CONCORD INN) @ W891 CONCORD CENTER DRIVE. SIGN IS AN EXISTING SIGN NEAR CONCORD HOUSE CAMPGROUND, BUT VACANT. After a short discussion, it was determined that there is no need for Town approval since the sign is an existing sign. It was recommended that Eric should check with the county before proceeding to see if there are any restrictions or regulations for lettering size etc.

The second order of business: ATTORNEY TOM LEVI, TO FURTHER DISCUSS THE LEGISLATION OF IMPACT FEES FOR THE TOWN OF CONCORD. Dennis Stair gave a detailed report regarding town highways maintenance/repairs that have been done in the past five years. He also gave a town road evaluation, of the approx 51 miles of town roads, and what needs replacement/repairs in the near future and beyond. Lloyd Zastrow gave a report of the last five years as to the costs to the town of the road replacement and repairs. It was discussed at length that the town has a moderate growth of an average eight (8) homes per year. After a discussion of past costs, what is being repaired and replaced this year, and with future growth in the town, it was decided that the Impact Fees for the town should be based on TOWN ROADS not PARKS. Now that it is decided that the Impact Fees shall be for the purpose of road repairs and replacement etc., Attorney Levi is preparing some guidelines to assist in developing a Public Facility Needs Assessment prior to adoption of the amended Impact Fees Ordinance for the Town of Concord. The "Study" can separate impact fee zones if impacts of development will differ depending on the location of new residential development. Such differences in impact and cost must be explained in the "Study" in order to be justified, per Attorney Levi. The time alloted by current legislation to use impact fees is within seven years or money has to be returned. There is pending legislation that could change that time frame to ten years, which could be a benefit to the town. Attorney Levi says we will have to do several different studies before we can reach a conclusion of this process. It was suggested that Attorney Levi contact Vanessa Kuehner, from Ruekert-Mielke, to get the information she has already gathered for the town. Then we could once again look at what other neighboring municipalities' have adopted, then we will better know of what we have left to do to put this in place.

There was no OLD BUSINESS or NEW BUSINESS other than what we have been discussing regarding the IMPACT FEES for the Town of Concord

With no further business for the evening, a motion to adjourn was made by Ron Milbrath and seconded by Jim Gilbert. Motion was carried.
