The regular monthly meeting of the Town of Concord was called to order by Ted Mueller, Chairman, with Kim Herro, Kim Miller, Jim Zastrow and Brian Neumann present. Ted led the assembly in the Pledge of Allegiance.

Brian Neumann read the minutes from the June Board Meeting. There was a motion by Kim Herro and seconded by Kim Miller to accept the minutes as read. Affirmative: TM, KH, KM Opposed: None Motion Carried
There was a motion by Ted Mueller and seconded by Kim Miller to approve the request of Request by Steve Sawvell for Conditional Use Permit for storage of construction equipment and materials and for a 20’ addition to existing building at N6487 Elm Dr. Affirmative: TM, KH, KM Opposed: None Motion Carried
There was general discussion by the board on annexation concerns. The board is requesting assistance from the planning commission on leveraging a few lawyers for help.
Jim Zastrow presented his written report that stated there is a balance of $15,200.43 in the General Fund, $148,821.98 in the Money Market Account, $2,518.07 in the Equipment Fund, and $125,392.46 in the Highway Reserve. There was a motion by Ted Mueller and seconded by Kim Herro to accept the Treasurer’s Report as read. Affirmative: TM, KH, KM Opposed: None Motion Carried

The board and residents had a general discussion around the properties violating the Town of Concord Ordinance 9.09. The board is seeking to write a letter for Terry & Linda Wicklund at W1271 Concord Center Drive as they did not meet the May request by the board. Kim Herro is to follow-up and visit with a few residents personally.
There was a motion made by Kim Miller and seconded by Kim Herro to use Staffard Rosenbaum with a cost not to exceed $4,500 to write letter to the Wicklund’s. Affirmative: TM, KM, KH Opposed: None Motion Carried
There was a motion made by Ted Mueller and seconded by Kim Herro to approve the purchase of holiday lights with a cost not to exceed $4,000 from the reserve fund. Affirmative: TM, KM, KH Opposed: None Motion Carried
